In an EPCM (Engineering, Procurement, and Construction Management) arrangement, the client takes a unique approach to project execution by selecting a specialized contractor to oversee and provide “management services” for the entire project on their behalf. This contractor assumes the critical role of project manager and acts as a steward of the client’s interests throughout the project’s lifecycle.

The EPCM contractor’s primary responsibility is to ensure the successful execution of the project. This involves coordinating various aspects of the project, including design, procurement, and construction. Their objective is to make certain that the entire project is completed according to the client’s specifications, within the established budget, and on schedule.

Difference between EPC and EPCM are clarified by the following statement of Jonathan Hosie in the cited paper:

“The acronym ‘EPCM’ is also encountered frequently on international projects, but this is very different from EPC.
